AP Government Issues Order To Set Up HRC Office In Kurnool Hours After HC Reviewed HRC Office Matter

On the night of the 26th of August, the Andhra Pradesh (A.P.,) Government took a crucial decision and issued a notification regarding the State Human Rights Commision Office.

As per the Yuvajana Sramika Rythu Congress Party (YSRCP) Government orders, the State Human Rights Commission Office would be established in Kurnool. Previously, the State Government planned to establish the office in Vijayawada. However, a month ago, the YSRCP Government proposed to set up the Office in Kurnool.

The notification came hours after the Andhra Pradesh High Court (HC,) reviewed the HRC Office matter. The last hearing in the matter was held on the 26th of August, Thursday. The Andhra Pradesh HC bench comprising of the Chief Justice (CJ) Mr. Arup Kumar Goswami and Justice Ms. Naina Jayasuriya heard the matter.

It is to be noted, a case regarding the location of the HRC office is pending with the Andhra Pradesh High Court. The A.P., Civil Rights Association Joint Secretary Mr. Malleshwara Rao filed a public interest litigation (PIL) in the High Court. In his PIL, he alleged that the current location of A.P., HRC is in the Telangana region (Hyderabad,) creating trouble for the citizens of the State, who wished to seek help from the HRC.

After several hearings, the Andhra Pradesh Government assured to establish a HRC office in Vijayawada, but changed the orders and announced the location to be Kurnool.

With this, it is the third time the HRC office location has been changed. In 2017, during the rule of the then Andhra Pradesh Government, led by the Telugu Desam Party (TDP,) an order was issued to set up the HRC office at Amaravati. However, after the YSRCP came into power, it amended the orders. The Y.S. Jagan Mohan Reddy Government gave a clarity about the location. The Advocate General (AG) S. Sriram, representing the YSRCP Government said, the notification issued in 2017 for setting up the HRC in Amravati has been amended and a fresh notification to set up the office in Kurnool has been issued.

Meanwhile, during yesterday’s Court hearing, the Court heard the arguments of the petitioner against the set up of the A.P., HRC in Kurnool. However, the High Court rejected the arguments of the petitioner regarding the location and said, the State Government has the authority to set up the HRC office anywhere in the State.

In addition, the YSRCP Government said, the HRC chairman and members have started inspecting lands and premises in Kurnool to set up the HRC office.

In regard to this, the YSRCP sought a month’s time and asked the HC to adjourn the hearing and wait for the progress of the HRC office establishment.

Accepting the request of the YSRCP Government, the State HC adjourned the matter to the 27th of September.
