According to sources, Vallabhaneni Vamsi of Kannur district was alleged of distributing illegal land registration documents to voters during elections.  Vallabhaneni Vamsi is currently the sitting Member of the Legislative Assembly (MLA) of the Gannavaram constituency.

Narasimha Rao, the Tahsildar of Bapulapadu and a member of the Yuvajana Sramika Rythu Congress Party (YSRCP,) filed the case against Vamsi.  Rao said Vallabhaneni forged his signature on land registration documents during the previous election and distributed the lands to the poor for gaining a majority of votes.
