Delhi Government Implements Odd-Even Scheme

The Delhi Government, on the 4th of November, implemented the Odd-Even scheme in Delhi.

The Odd-Even scheme came into effect from 8:00 A.M., during a time when Delhi is witnessing a “severe plus emergency” situation.

Arvind Kejriwal, the Chief Minister of Delhi, on the morning of the 4th of November, took to Twitter and encouraged the citizens to follow the Odd-Even scheme for the wellbeing of themselves and their families.  He further asked the citizens to opt for carpooling as it would not only save petrol and reduce the pollution in Delhi but also build friendships and strengthen relationships.

At the end of his tweet, Arvind Kejriwal said, “Dilli phir kar dikhayegi (Delhi will do it again.)”

Approximately 200 traffic police officers and 5,000 civil defence volunteers were deployed to ensure the implementation of the scheme and to spread awareness about the same.

The Delhi Government and the Environment Pollution Prevention and Control Authority (EPCA) announced a public health emergency to control the rising pollution and worsening Air Quality Index (AQI) in the City.  Despite such attempts, the Delhi AQI further deteriorated on the 3rd of November. The citizens of Delhi are inhaling polluted air, creating health issues for them.

With the Odd-Even scheme, the traffic would be in control and it may help in controlling the pollution, if not reducing it drastically.

Under the scheme, private vehicles which have license plates ending with odd digits like 1, 3, 5, 7 and 9 would not be permitted on the City’s roads on the 4th, 6th, 8th, 12th and 14th of November.  On the other hand, vehicles bearing license plates ending with even digits like 0, 2, 4, 6 and 8 would not be allowed on the 5th, 7th, 9th, 11th, 13th and 15th of November.

The scheme is implemented every year ever since the Aam Aadmi Party (AAP) came to power in 2016.  Arvind Kejriwal, the President of the AAP, implemented the scheme.

The citizens of Delhi are exempted to follow the Odd-Even scheme on the 10th of November as it is a Sunday.  Apart from this, vehicles carrying children in school uniform, women and Chief Ministers of other States and Union Territories would be exempted from following the scheme.

To make travel easier across the City, the Delhi Metro would start an additional 61 trips every day until the scheme is in effect.

However, the Bharatiya Janata Party (BJP) is against the scheme and said Party leaders and ministers would protest against it and would drive their cars on the streets of Delhi.

Mr. Kejriwal urged the opposition parties not to politicise the Odd-Even scheme.  Kejriwal said, “It is not right and very disheartening to see that BJP leaders are doing politics on this issue of Odd-Even. They should not do it.”

Arvind Kejriwal, who toured the City with his colleagues by pooling in a car, also said, “In Delhi, 30 lakh cars are out on the roads every day. Today, 15 lakh cars will not be on the roads. The smoke from 15 lakh cars will be reduced… As per reports from across Delhi, nearly 100 per cent compliance is being noted.”

Mr. Kejriwal was accompanied by Manish Sisodia, the Deputy Chief Minister of Delhi and other AAP ministers.

The scheme came into effect on the 4th of November and would continue till the 15th of November.  Those violating the rules of the scheme would be fined Rs. 4,000.
