The Government of India (GoI,) on the 26th of February, during the Budget session of Delhi, allocated an amount of Rs. 500 crores to start the construction of the Delhi Metro project.

The fourth phase of the Metro project was ceased due to disputes between the Aam Aadmi Party (AAP) and the Central Government. In 2016, the Delhi Government gave an in principle approval to the 104 km long Metro Phase IV project.

However, the project did not start due to the disagreements between the AAP and the Central Government regarding certain conditions. The Delhi Cabinet, which cleared the project in 2018, set conditions, according to which, the operational losses of the project are to be borne 50:50 by the Delhi Government and the Central Government. The second condition was to not take any loan to fund the project.

The Aam Aadmi Party accused the Centre of ignoring the project and making no provision for the Delhi Phase IV project in the 2019 Union Budget.

Arvind Kejriwal said, “They (the Modi Government) have done it in giving financial assistance, and now they have done it in Ph IV too, they have forgotten about it (the Delhi project.)”

Manish Sisodia, the Finance Minister of Delhi, announced Rs. 60,000 crore as the budget of Delhi and laid the emphasis on transportation, education and health. During the Delhi Budget session, the Delhi Metro project was assigned an amount of Rs. 414.70 crores, against the Rs. 50 crores allocated in the previous Delhi Budget.

Mr. Sisodia said, “The Government has approved the proposal of Phase-IV of Delhi metro Project comprising six corridors with the length of 103.93 km. With the completion of the Phase-IV project, the total length of the Delhi Metro network will become 453.93 km.”

The Delhi Metro Phase IV was cleared by the AAP in 2018 and was sent for the approval of the Ministry of Housing and Urban Affairs. The project was estimated to finish by the year 2021.
