Mr. T. Harish Rao, the Telangana Finance Minister, on the 17th of September, submitted a memorandum to the Union Finance Minister Ms. Nirmala Sitharaman.

Submitted on the 17th of September, the memorandum mentioned the pending (Integrated Goods and Service Tax) and BGRF (Backward Region Grant Fund.) Mr. T. Harish Rao urged the Central Government to release the pending fund, worth Rs. 210 crores to the Telugu State. In addition, close to Rs. 450 crores would be received by Telangana under the BRGF.

In his letter, Mr. T. Harish Rao reminded that in 2018-2019, IGST (Integrated Goods and Services Tax) amount of Rs. 13,944 crore was retained in the Consolidated Fund of India. Of this, Telangana’s share amounted to Rs. 352 crores. While Rs. 142 crores was released through tax devolution, the remaining balance of Rs. 210 crores is still pending with the Union Government.

In addition, he also urged the Central Government to increase the duration of special financial assistance for another five years, starting from 2021-2022. He said, “I request you to extend the period of special assistance for another five years starting from 2021-22. The grants for the year 2019-20 along with the grant for the current year may be released at the earliest.”

The request was made during the 45th Goods and Services Tax (GST) Council Meet, held in Lucknow.

During the meeting, Mr. T. Harish Rao said, as per the State Reorganisation Act, 2014, the Centre assured a release of Rs. 50 crore to each district for development, which is still pending. He further asked the Government of India (GoI) and the GST Council to abolish RCM (Reverse Charge Mechanism) imposed on cotton.

On the 17th of September, Mr. T. Harish Rao and Mr. Ramakrishna Rao, the Special Chief Secretary (Finance) of Telangana, attended the GST Council Meet from Telangana.
