TS Assembly Passes TS bPASS Bill Unanimously During Assembly Session

The Telangana State Legislative Assembly on the 14th of September, passed the Telangana State Building Permission Approval and Self Certification System (TS-bPASS) Bill, 2020.

The bill was a decade old demand of the Telangana citizens, seeking building permissions in urban areas.

The bill was introduced during today’s Monsoon Assembly session by K.T. Rama Rao, the Municipal Administration and Urban Development Minister of Telangana.

The Bill was approved unanimously in the Assembly, bringing revolutionary reforms enabling citizens to start their building construction through self certification.

The Telangana Rashtra Samithi (TRS) Government termed the newly introduced bill as a progressive law.

The new bill would help citizens to be responsible and ensure about building and layout permission rules of the State Government.

As per the new law, people constructing a building within 75 square yards land need not to obtain any permission from the authorities concerned.

However, they must register with the urban local body using TS-bPASS, making it an easy process.

In addition, the bill also authorises the citizens to obtain instant permission for constructions in an extent of 75 square yards to 600 square yards through self certification under TS-bPASS.

After the self certification application, the concerned authorities would examine the applications seeking permissions for building constructions in an area of more than 600 square yards. Within 21 days, the applicant would get a permission for the construction.

While introducing the new Bill, Mr. Rama Rao said, “Further, an automated certificate will be issued to the applicant with the signatures of relevant authorities including the municipal commissioner and the town planning officer on behalf of the municipality concerned, to enable them obtain bank loans or other financial assistance.”

In case there is any shortfall of document, it would be intimated to the applicant within 10 days.

The occupancy certificates also will be issued within 15 days upon submitting relevant documents.

The TS-bPASS is aimed to reduce human interference and bring transparency in issuing building permissions.

However, if something is wrong the authorities concerned are empowered to reject the application.

In addition,if an applicant attempts to take up an unauthorised or illegal construction in government or another person’s land or violates the building permission norms, the municipal authorities are empowered to demolish the structure without any prior notice.

The Telangana State Assembly session started on the 7th of September and would continue till the 28th of September.
