Mr. T. Harish Rao, the Finance Minister of Telangana, presented the 2023-2024 Budget of Telangana.

On the 6th of February, Monday, Mr. T. Harish Rao presented a tax free budget of Rs. 2,90,396 crores state budget during the Telangana Budget Assembly Session. 

According to sources, of the total allocated budget, the total revenue expenditure is pegged at Rs. 2,11,685 crores and the capital expenditure at Rs. 37,525 crores. 

In the 2023 Budget, the Bharat Rashtra Samithi (BRS) Government gave priority to infrastructure, development and public welfare schemes.  Of the total allocated budget, an amount of Rs. 2,500 crores was announced for maintenance of Roads and Buildings and Rs. 2,000 crore for maintenance of Panchayat Raj roads.  In addition, around Rs. 1,000 crores have been set aside towards new recruitments in different government departments.

For the State Government’s flagship programme of the Dalit Bandu Scheme, the BRS Government allocated an amount of Rs. 12,980 crores to ensure benefit for 1,100 beneficiaries per each of the 118 constituencies in the State.  Around Rs. 7,890 crores have been allocated for construction of double bedroom houses for the benefit of 2,000 eligible persons per each of 119 constituencies in the State.  Another 25,000 houses will be allotted at the discretion of the Chief Minister of Telangana Mr. K. Chandrashekar Rao.

In addition, Mr. T. Harish Rao sanctioned an amount of Rs. 3,360 crores for Palle Pragathi and Rs. 1,474 crores for Pattan Pragathi welfare schemes, launched by the State Government.

Continuing to extend highest priority to agriculture and allied sectors,  Mr. T. Harish Rao said, the Government would spent Rs. 26,831 crores for the Agriculture department, Rs. 2,071 crore for Animal Husbandry and Fisheries department.   Furthermore, the State Government also announced Rs. 15,075 lakh crores for the Rythu Bandhu Scheme, benefiting farmers in the State.  In addition, the State Government also allocated Rs. 1,589 crores towards the Rythu Bima insurance and increased the farm loan waiver scheme amount from Rs. 4,000 crores in 2022-2023 to Rs. 6,385 crore in 2023-2024.

Moreover, Mr. T. Harish Rao announced an amount of Rs. 26,885 crores for the Irrigation department and Rs. 49,749 crores to the Finance Department for salaries, pensions and other expenditure at its disposal.  Of the total budget of Telangana, the highest allocation of Rs. 31,426 crores has been announced for Panchayat Raj and Rural Development departments.

Meanwhile, during the Budget Session on Monday, Mr. T. Harish Rao accused the Central Government for being a hurdle in the development of Telangana.   He said, the Prime Minister Narendra Modi led Centre has imposed a cut of Rs. 15,033 crores on the State and acted against the federal spirit of the nation.  Mr. T. Harish Rao also pointed out that the promises made under the Andhra Pradesh Reorganisation Act 2014 have remained unfulfilled, with no benefits and sanctions for the Telugu State of Telangana.  He also said, about Rs. 1,350 crores towards backward districts development fund were due from the Centre.

However, the Telangana Government came across all the restrictions and discriminations of the ruling Central Government, without compromising with the State’s development.  

Mr. T. Harish Rao said, “Telangana will forge ahead and play an important role in nation building in the years to come.  Let us continue to work together without any rest for the upliftment of dalits, tribals, minorities, backward and weaker sections and poor people among the upper castes.  In this noble and uncompromising task, I humbly request all the people of Telangana to extend their full support and cooperation.” 

With the speech, Mr. T. Harish Rao concluded his budget presentation at the Telangana Budget Assembly Session, which started on the 3rd of February.

Moreover, the ongoing Telangana Budget Session is expected to continue till the 8th of February.
